Anti-Corruption and Transparency Unit (ACTU)

The Federal Government of Nigeria has established the Independent Corrupt Practices and Other Related Offences Commission pursuant to Section 3(1) of the Corrupt Practices and Other Related Offences Act 2000

WHEREAS the Federal Government has considered and approved the request of the Commission for the establishment of Anti-Corruption and Transparency Unit (ACTU) in MDAs vide circular Ref. No. OHCSF/ MSO/192/94 dated 2nd October, 2001 and another circular Ref. No. OE/ MS/MSO/196/S1/7 dated 16th April, 2003 respectively.

The Anti-Corruption and Transparency Unit in each organization shall operate as an autonomous outfit, with functional linkage with the office of the Chief Executive of the respective establishment. The independence and protection of the Unit shall be guaranteed by each MDA for the effective discharge of its mandate.

Philosophy of the Unit

Anti- Corruption and Transparency Unit (ACTU) were established in Ministries, Departments and Agencies (MDAs) as monitoring mechanism units. ACTU has the responsibility to support the organization to promote accountability and transparency in government entities.

Generally, the objectives of ACTU are:

  • To garner support for the ICPC in the fight against corruption.
  • To assist ICPC in building transparent and accountable Public Institutions.
  • To assist ICPC in ensuring adherence to basic ethical standards in Public Service.
  • To assist ICPC in building strong and effective institutions devoid of corruptive tendencies

Functions of the Units

Empowered by Section 6 (a)-(f) of the Act 2000, except Prosecution and in line with the Standing Order, the unit has the following function and duties:

  • Undertake preliminary investigation into petitions and complaints received.

  • Undertake periodic sensitization of Staff on and against the ills of corruption.

  • Monitor and oversee compliance with certain categories of Public Service Rules.

  • Develop General Codes of Ethics for Staff.

  • Implement Ethics and Scorecard on their respective MDA.

  • Conduct System Study and Review.

  • Monitor Budget Implementation of their respective MDAs.

  • Carry out Reward systems for role models/outstanding Staff.

  • Carry out Integrity Assessment Forum
